The Make the Right Call Guide: Navigating Toronto’s Service Numbers

The Make the Right Call campaign helps Toronto residents choose the correct number or reporting option for their situation, promoting timely assistance and easing pressure on emergency services.
Residents are encouraged to contact 311 for City of Toronto services and programs. This includes non-emergency issues such as noise or property complaints, animal concerns, waste collection requests, road or sewer maintenance, and tree-related services. The 311 Contact Centre operates 24 hours a day, seven days a week, offering support in more than 180 languages and providing referrals to the appropriate city divisions. Some service requests can also be submitted online.

For mental health, social services, or community-based support, individuals can call 211. This multilingual service connects residents with a wide network of local organizations and resources, including help for substance use, crisis support, and other social services. If someone may be thinking about suicide, they can also contact 988 for immediate emotional support.
Non-emergency police matters should be directed to *TPS (*877) from a mobile phone or 416-808-2222. These lines are intended for reporting incidents that are not currently in progress, disruptive behaviour that is not an immediate threat, or for follow-up on existing reports. Many incidents, such as theft, fraud, illegal parking, or property damage, can also be reported through the Toronto Police Service online reporting system.
For minor medical concerns or non-urgent health advice, call 811 to speak with a registered nurse for immediate guidance, referrals, or general health information. Access this service 24/7 by phone or online chat.
Only call 911 in true emergencies where immediate assistance from police, fire, or paramedic services is required—such as fires, severe injuries, breathing difficulties, or situations where people or property are at immediate risk. Using 911 appropriately helps ensure life-saving resources remain available for urgent situations.
This campaign is run by the City of Toronto, Toronto Police Service, Toronto Fire Services, Toronto Paramedic Services, and Toronto Community Crisis Service. Together, they work to raise public awareness and improve access to essential services.
